Works Progress Administration
The WPA overseeing the CCC thanks to FDR and the New Deal to get out of The Depression in the 1930's. Wood and stone and more. One expert and 200 laborers. They had over 500,000 Minnesotans and did a lot of good for OUR parks specifically too. The wall at Goosberry, buildings at Itasca and St.Croix and lots more. Whenever you see those great old stone buildings or large-log structures, vintage bridges or towers in the campground, that's WPA. Even then a big diversion from modern design. Nice work gentlemen.
